Add retry policy for database connections

Allow connections to have a configurable retry policy. The policy could include settings such as max retries, max delay between retries, and whether to use linear or exponential back-off.

There's been some back and forth with this idea internally, but we decided to close the idea. As Carl suggested, we're not seeing the benefit of adding a configurable retry policy.

I don't understand how db retry policy is in any way related to high availability. Connecting (or trying to connect) to a database is a cheap operation, I'm not sure what the rationale or motivation is to add complexity to this system.

We do plan to do this, but it won't be trivial.

For true high availability this is a must. Would really like to see this in the next patch release.
