Add doc/description to gateway event scripts

It would be helpful to have a description of accessible objects in the gateway event scripts, like it's already the case for message handlers.
As it is now (8.1.21), there is absolutely no in-designer documentation whatsoever for tag change scripts, so you have to go and check the online doc to find what parameters are available there.

When we migrate these functions to individual resources on disk in 8.3.0, we're also going to change them to work as 'extension functions', which will naturally follow the parameter passing style.
