many times when developing a new project, the online Contrologix PLC is not available, would like the ability to browse the *.ACD file to create new OPC tags.
This is a feature available in FactoryTalk Studio ME/SE

You could also use the "Export tags to csv" available in the Studio 5000/Tools menu.
Very simple CSV format to import/parse.

The offline driver idea would be very helpful for us. A tool to populate that offline driver from an .ACD or .L5K file would be uber-helpful.

This would be VERY useful for us...we develop entire projects (PLC code and Ignition system) in the office before the plant is even built. Typically this happens at the same time the cabinets are being constructed. We connect to multiple (3 usually, front end, mid line and back end) line control PLCs. We have one test L72S in the office we use for testing however this leaves us in a state where normally only one section of the project can be worked on at a time. Typical result of this is having to download to the processor often and also stepping on each others toes since we can only work on one section of the Ignition system at the same time (since only the program loaded in the PLC is available for use).

Also what I have done is download KepserverEX which will allow you to run for 2 hours. They support importing of .ACD / .l5k files already. You can connect to that device and browse the OPCTags from there.

This probably could be easier by using the .l5k or .l5x file instead of trying to decode the .acd file.
